Other player crashes on MP Startup

So myself and my friend are trying to play the new 1.9 patch. Every time we launch a new MP game it crashes for him, but not for me. Both of us can launch single player games just fine, and we've tried both a premade map and a randomly generated medium (Whatever is for 6 players) and both cause him to crash.

We've tried clearing the ship designs and validate game data for both myself and him, and this has had no effect. Not finding a lot of troubleshooting information for this particular type of crash.

I'm currently having him try uninstalling/reinstalling the entire game but beyond that not really much to go on, any ideas?

Edit: I have the mercenaries, map pack, precursor worlds & ship parts launch pack DLC. He has no DLC's except maybe the ship parts launch.

Edit #2 - Reinstalling did nothing for him, my install is fresh since the 1.9 patch as well.

You both have to have exactly the same setup remove the dlcs, and use no mods.

Usually this means that a file is bad in your galciv3 folder.  Please delete or move your galciv3 folder, it can be found in

User > My Documents > Games > Galciv3  

Just rename the Galciv3 folder to Galciv3a.  When the game launches it will create a new Galciv3 folder.  See if this works.  

Note:  Uninstalling the game does not delete this folder or it's contents so the uninstall/reinstall would not have had any effect on this.  This will also remove any mods either known or unknown to make sure issue is not with game but, with something in the folder.

Ok thanks for the info will try both, but I am fairly certain I've run games with people having no DLC before with no problems.

Looks like it was the mercs DLC, all other DLC's work fine even with him not having them.

This was in one of the requirements for the Mercenaries expansion that it would not work with people who didn't have Mercenaries where as other DLC's would.
