Numbers on projects

Hi,

What do the numbers on the projects represent ?

I have three projects adjacent to my Capital, each with a round green symbol with the number three in. When I click on one of them, it changes to a round yellow symbol with a number five, while one of the other projects changes to green circle with a number one in it.

Help appreciated.
