Unbalanced AI behavior

I have played several time at maximum AI level with excessive maps.

Whatever it will be with 5 or 8 Civs ruled by AI, the behavior is always the same:

  1. AI is building very quickly as many warships as possible, as well as constructor ships
  2. In turn, it does not build enough colony ship
  3. While looking at Civs power counter, AI is looking pretty quickly very powerful because of warships but it does not reflect its weaker economic power

After 200/300 turns, I have always at least more than a double of colonies than any other AI, my economy is much stronger, research rate is slightly above AI.

No doubt that I will win sooner or later considering that my economic base will be able to sustain at this point as many warships as possible.

I think AI behavior should be rebalanced in order to focus less on building warships and more colony ships in order for AI to expand quicker.

If you play on Normal you see the difference clearly - it's because the Ai doesn't pay maintenance on ships at high difficulty levels.  So you see empires with 5 planets and 200+ ships, something you could never achieve as a player with those same planets. Since it doesn't have to worry about an economy, it doesn't think it needs planets, but big #s of ships since they're basically free.

Horemvore's mod works well, although I play on Huge-Gigantic map size with fewer stars and planets, so it's not as obvious as it might be.  Still, Out of my last 5 games with it, in 4 of them I;ve encountered empires with more colonies than me mid-game.  Some of it might be random starting location too.  But the mod works, give it a shot.
