[Bug] [1.8 opt-in] Military Alliance giving Culture Alliance bonus and description

In 1.8 beta opt-in, researched military alliance, but the description describes culture alliance. It also seems to give me a culture boost when applied.

The good news is that the treaties are giving the correct bonuses, the military alliance dose seem to however be pointing to the wrong description text. I have fixed it, and it will be in the next patch.
