Just guessing, but it looks like a precursor world graphic, not an info symbol
That's exactly what it is. I saw the same thing in my latest game when I took Drengi and Kona and their capital moved to a planet with a thulium moon. The diplomacy window then looked similar to the above but with the thulium moon displayed.
Thanks guys. I did conquer the home planet and their capital did move to a precursor world. Just never saw this in the diplo screen before.
I've had a symbol like that when I moved my own capital to a precursor planet
