Upgrading Starbase

I am trying to upgrade my starbases. When a constructor gets to a starbase in need of an upgrade, it doesn't do anything. What am I doing wrong?

I am trying to upgrade my starbases. When a constructor gets to a starbase in need of an upgrade, it doesn't do anything. What am I doing wrong?

Can you be more specific?  The normal flow should be:

  1. Order a constructor
  2. Once the constructor arrives, the module will start building
  3. The starbase will be fully upgraded at the beginning of the next turn.
