Iconians Get Colonizing Event When Colonizing Sanctum

Races are not supposed to get colonizing events when colonizing planets in their starting star system.  When playing as the Iconians I got a colonizing event when I colonized Sanctum, which is the other planet in the Iconians starting star system.  I decided to check all the races in the 1.7 Opt-In #2.  None of the other races got the event.

Not sure, but perhaps it's because they've been forced to flee their original home and settle in an unfamiliar solar system?

Do you mean the screen that says you've set foot finally on a new world? From what I've seen you get that with any civ if you colonise a planet in your own solar system (Mars etc.)

No.  That is the First Colony screen.  The Colonizing Event screen allows you to make an Ideological Choice.  I can choose Benevolent, then choose to get a free colony ship.  On turn #1 I have a new colony and still have a colony ship.  This one has 5.0b colonists instead of the 2.5b on the original colony ship.  It is a nice exploit advantage.

The Iconians should not be getting the event for Sanctum.  We'll fix that.
