Arcean - Stellar Forge

Im playing the Arcean race and built a stellar forge (which says +10% ship healt) on my main planet. He is sponsoring a shipyard and i build some ships but there is no health increase at all.

Am i doing something wrong or is that building bugged ?

P.S. The german translations are awful.

It is broken in v1.61, but (partially) fixed in the opt-in version 1.7. In 1.7 you get 10% health and a 10% reduction in maintenance costs.
