Memory Windows 7 vs. Windows 10

Last week I had changed my computer over from an HDD to an SDD and in the process I changed to Windows 10 (partially so I would get DX12 for Ashes).  After I made the change I noticed that the memory Galactic Civilizations III used fell.  In Windows 7 it usually reported anywhere from 8-11 GB of memory on Insane maps with 80+ AI.  Now on Windows 10 it reports anywhere from 6-9 GB of memory playing the same game.  Is this a way in which Windows is reporting the memory usage or is the game actually optimised to play more efficiently on Windows 10?  

All those numbers takes out the average windows operating memory for Windows 7 of 3 GB and Windows 10 2 GB.

Recently (1.6 or 1.61 I don't recall which) improved memory usage in a way that would be most noticeable on "extreme" maps.  This improvement would only apply to newly created games.  Other than that, we haven't done any W10 specific optimizations.  

EDIT: the memory fix was related to number of factions, not map size.  So a medium map with lots of factions would see a benefit as well.

Windows 10 introduced several memory management improvements (e.g a compression store process iirc), so you could be seeing some benefit from the Os itself.
