Is there a way to fire mercenaries and re-gain access to the resources spent on them?

Most mercenaries cost not only credits, but resources each turn.  obviously, it makes sense that credits spent on them would be gone, but if you are diverting a resource to a mercenary EACH turn, it seems like there should be a way to fire them and get those resources back.  Is there?  if not, this would be a REALLY nice, seemingly very simple feature that would make purchasing mercenaries make a lot more sense.

Mercs can be decommisioned, just like any other ship/base.  Of course, if one decomissions them, they are gone forever, but thems the breaks. :)

Does decommissioning them make the resources spent on them available again?  In any case, this is basically the same as if the mercenary were destroyed in battle.  It seems like there should be a way to fire them, so that they are hire-able at the galactic bazaar again by other civilizations...
