[MOD] TechFix

This mod change research cost for all technologies in the game.
All specialization technologies are 80% of it's mother technology. Next level technology is alway's higher then it's previus technology. I tried to have it 2,5 times higher, but it can be as low as 1,75 times higher.
All tech trees reserach cost are higher. The top level technologies are as hard to get as weapon technologies. With accension technologies as the hardest to get.

I made two types of tech files, the first is named:

TechFixVanilla
--------------
    Start and top level values are close to normal game.


TechFixVanillaPlus
------------------
    Start level is the same as normal game, top level is logaritmicly higher. about 1000 points

On a limb here but..  On the larger maps many folks have said techs come too fast and by the mid point of their game thy have researched everything so this will really slow it down

Yea on Insane its is common to have Doom Rays and Nightmare by turn 250 or so. I play on fewer available planets so that in and of itself will greatly slow down the amount of research you generate. I would like to see a complete rework of tech that 'extend' out past the 3rd tier..(one can hope).
