They might have a colony ship or troop transport somewhere.

It's really annoying because they have a score of 11 and I can't find them

This happens after you crush the faction. Continue with your turn and what normally happens is on the NEXT turn you should get a message that they have been destroyed.

If a faction is still viable has star-bases or ships able to continue the faction on.  They will not be destroyed.

They've got a transport or colony ship, so the faction isn't dead yet.
