1.5 Culture treaty not applied

After closing a cultural treaty deal with other CIVs the effects are not visible on the planetary culture value breakdown - dos not seem to have any effect even if the treaty is concluded with several CIVs

 

It also seems to be a potential balancing issue how this bonus would be applied as according to the description it gives a 25% bonus but this would not take into consideration how powerful the individual treaty members are. Suggest the bonus is applied as a +percentage of the other CIVs overall culture thus less powerful CIVs give smaller bonus

 

Update: Economic redistribution UN treaty also does not seem to be applied at least when the player has the largest treasury (no additional costs displayed on economic screen)

Unlike Open Borders, Nonaggression Pact, and Exploration Treaty, the Culture/Economic/etc treaties are not mutual; when you offer it, you're giving them a benefit but you don't receive anything in return. Why would you do this? Because the AI starts drooling at the thought of receiving a boost like that and will trade a LOT of stuff in return for the treaty benefit.

Ok that might make sense. The in-game description states: "...to both civilizations..." though

 

It is difficult to override such information as what makes sense and is logical varies from person to person. The AI for example can be already regularly milked for ALL of its money with an offering of exploration and non-aggression treaty - so there is nothing really left to milk it for. Further: What about military and economic treaties? Do these then also only give bonus for one side (the economic one is even called "Free trade treaty" which is per definition two way)?

 

What about alliances? Are those also one way or two way - these things need to be clarified and texts updated so that it is made clear in the diplomatic menu.

This is not a big work but this is the first time I ran into this specific question after several games and if it hasn't been spotted yet then there are two options:

  1. It has recently changed, and the text was in fact correct for a time
  2. Players do not read the text which means they are just assuming what it does based on the name - this will lead to them using many functions of diplomacy wrongly, and not at all after a while when they find it doesn't work

This is incorrect.  As of 1.4 the treaties benefit both parties.  The language in the treaty description was updated in that patch to indicate such, so now it clearly states that the treaty benefits both parties.  Prior to that update, your assertion would have been correct.  Now, it is incorrect.  The AI is still drooling over the treaties because it still gives them a big boost.  But your relations have to be above a certain level of warmth before you can offer this, so it is not as if the game mechanics are without cost.

If treates should apply for both parties, then text is ok but it does not seem to be applied for the user. Recommended to also check for the AI to be sure.

 

The concept of all treaties apply for both parties makes sense to me. I just hope that the below is also considered:

- When offering a treaty to the AI, the same treaty from AI side is automatically removed (being two way)

- Value for the AI is calculated by the relative value of the goodies the individual parties bring to the deal ass well as the AIs priorities (e.g.: I have a culture of 100 and the AI a culture of 200: In this case the AI recognises that his culture is 2X higher so he will demand something for it. If the deal is struck I get 50 culture and the AI gets 25). If the AI is going for a culture victory though then he should value this resource more and be willing to accept withouth payment unless bordering the player. The other way around: If player has culture of 200 and AI 100, then AI is willing to pay for it but only if it needs the culture to protect its assets or for pursuing a victory. Otherwise it should not be willing to pay anything but be willing to go into a deal withouth payment)
