How to get military rating up

It seems like no matter what I do, I always have the lowest military rating. Which always leads to the Drengin, Yor and others declaring war on me.

Is the only way to get your rating to spam tiny ships, so you have several hundred of them?

I just looked at the diplomacy screen and the terrans somehow have 200 ships to my 10. While somehow having better tech than me as well. Does the AI not have to pay maintenance on its ships?
