[1.4] Diplomacy messages WAD?

Are we supposed to be getting messages from other factions constantly about colonizing in areas of their influence? In all the campaigns I have started with the opt-in, I will get messages from any faction I encounter about colonizing in their influence; however, my planets are nowhere near their influence and I will even get this message just for my homeworld (not colonizing).  Why are we getting this message and how does it make sense if it doesn't correspond to their actual influence radius?  I also notice this happen with the other diplo messages regarding military unit construction or open border treaties.  

Something is just off with the 1.4 diplo messages and what they are actually tied to.

I personally chalked it up to a bug the moment a race I hadn't encountered yet told me I'd colonized in their space, when I hadn't even left my own solar system yet.

This has been a "feature" since 1.3

 

Random major and minor races alike will claim that I've colonized in their influence, or have a starbase.  Despite being far from their influence, and not even having a single starbase at all.  There appears to be no diplomatic malus from these messages however they are annoying.

The AI likes to keep in touch. It wants to message the player every 10 turns or so. It picks what to talk about from a weight table. Early on, many of the messages it can choose make no sense. But it still has to pick the least bad option... so yeah, it will accuse you of settling its space or of a military build up before you have weapons etc.

The issue persists into mid and late game, particularly from minor races whom are immune to influence starbases and do not have any influence area themselves.

Yeah, it's still picking the 'least bad' option from a random list (and 'least bad' is not necessarily what you or I would consider the least bad). If it has nothing to say, it's still going to pick something and say it, no matter how divorced from the reality of the game it is.

I had a faction go into detail that they wouldn't go to war for me doing this but would give consideration to this in the future :)  (I was nowhere near them)
