On the list, can the first tab be changed to "All" by god, instead of "Rally Points"? Fyi, my rally points is ALWAYS empty. What am I doing wrong? I feel like such a failure

Are you referring to the "Set Shipyard Destination" window?
To create a rally point, click on the rally point tab in the main UI and then the "Create New Rally Point" button.
