Some of the Tech secondary descriptions wrong

Got the latest update to 1.3, loaded a save (maybe the root cause, not sure), and in the tech tree description of 'Terran Environmental Options", all 3 choices have the name "Terran Environmental Option1, 2 or 3_ShortDec' instead of the actual short description.
