Cannot choose race when starting a new game

I'm running 1.3 beta and I encountered a problem when starting a new game. I choose a civilization in the screen that appears immediately after going to new game, choose the race, then confirm that the choice is correct in the "Opponents" tab of the Galaxy Settings, but when the game actually starts, I end up with a random race, and not the one I chose during the game setup.

The bug persists after rolling back to 1.21. I also verified local cache on Steam and it didn't fix the issue. Cannot re-download the whole game because of poor internet connection at the moment.
