[1.3 Opt-In Bug] Failure to Automatically Reset Spending After Going Into Debt

This is new game started with the 1.3 Opt-In.  I am not using the new governors.

If a player goes into debt, the Production Wheel is automatically adjusted to 100% Wealth and the Manufacturing Slider is automatically adjusted to 100% Social.  I know that in earlier versions there was no automatic change back to the previous settings after the player was no longer in debt.  I thought this was fixed in one of the updates.  If so, it is no longer fixed.

In my current game I went into debt after upgrading some ships in Govern/Command tab.  There is no notification of how much the upgrades cost, so it is easy to go into debt.  When I got out of debt a few turns later, the production wheel and manufacturing slider did not change back to the settings they had before I went into debt.  I had to go into the Economy tab and change them back myself.


This game is interesting for another reason.  If I try to upgrade ships in a different order, I do not go into debt because I can no longer upgrade ships if the upgrade would put me into debt.  I don't know why there is a difference, but I have tried each way enough to know exactly how to repeat each possibility.

Was happenning in 1.2 also, I've reported it.  It does not seem to always happen... once in a while, the spending wheel resets iteself correctly, I don't know why.
