[Exploit] Unlimited ship range

I reported this via PM a while back with a savegame and basic description, but I never heard anything back.  Evidently, PMs don't do much good to report bugs.  So here it is again in the public forum.

You can send a ship anywhere on the map if you land that ship on a planet or a shipyard and launch it from there.  For instance, early game, get the 3 free constructors, land them on your homeworld or shipyard. Launch them from there anywhere on the map. When they get out into deep space or find something useful, create a starbase to extend your range.  If you want, you can have a colony ship follow one of the constructors and extend your empire to a remote area.

While I haven't used this exploit in a game, I've tested it and abandoned the turns.  Can we get this fixed?

I know this is probably a bug, but on larger galaxy sizes with loose clusters it actually works well to make the galaxy something that you can move across more than a tiny corner to meet others before late game without trivializing the feat like & breaking other stuff life support tweaks or cranking the habitable planets up would.  The fact that it makes starbase guided travel routes viable instead of just barely faster than colonizing is a great thing.  in a lot of ways it feels like it could be something that should be documented like other gameplay mechanics rather than just discovered accidentally by some.  Right now, we have robots exploring the surface of mars & exiting the outer reaches of the solar system... but we didn't have to send a guy out there qith enough life support systems to make it to press the button.  I feel like it should stay, or the "fix" should be a toggleable thing in the options (i.e. allow remote deep space launch from planets yes/no)
