Scouts entering other empires borders with auto-explore?

I haven't used auto-explore for a while now but the last time I did scouts would just ignore empire borders and just go straight into other nation's empires without regard for the diplomatic affects. This basically broke auto-explore so I stopped using it. Has this issue been addressed?

I see them inside my borders less, but I have not seen any patch changes addressing the issue.

Personally, I don't worry because I violate their borders all the time.  Seems only fair that they do the same.

However, it does defeat the purpose if your scouts or surveyors help throw you into a war.  There should be an option when giving the orders, asking it to stay inside ZOI or not.  Yes, I too have cancelled explore and survey, and have to keep a close eye on them, when I am bordered with a galactic a-hole, who wants any excuse to start war.
