War in spite of Galactic Peace?!

Hello,

in my game (patch 1.03) the Drengin declared war on a minor civilization even though the Galactic Peace treaty form the UP is active (the option to declare war is greyed out in my dialogue options). Also, none of the other wars between the races stopped. I guess these are bugs?

this bug has been around for a long time and i still see it in 1.1. Vote was not defied, and everyone still in the UP but wars go no and start (sometimes)
