I'm unable to trade for credits..although I have loads of it

I have no problems trading with credits, but that is immediate credits.

What exactly are you trading? Are your offering credits per turn? (If so there is a new check to make you unable to offer more credits per turn than you are can afford, though I am not sure how it calculates that.)

The problem is your economic advisor has bee syphoning credits off the top for decades and then fudging the books

recently he made a bad bet with the mafia and welll you're broke

but seriously i wonder if the check is comparing against both races treasury?

Pretty sure the issue is that the game is checking the wrong faction to ensure they have enough credits.  I noticed this issue trading with the Drengin, who had 11 credits in their treasury.  I could add up to 11 credits on my side of the trade without issue.  12 or more triggered 'I don't think your coffers can support what you're offering' .

I had this problem come up. I simply added a few more techs and completed the deal. I then reloaded and the issue went away.
