Benevolent - Class 10 planet

I'm new and playing through the tutorial,

I've gone Benevolent and just picked up the second Outreach trait called Explorers which is supposed to reveal a previously unnoticed class 10 planet near my system.

The trait has been picked, I've given it some turns, but I don't see any new planet, either under my ownership or even available to colonize.

 

Is this because I'm in the tutorial still?  Or is there something else I'm supposed to do to find it?  I don't expect I'd have to re-scout previously seen areas.

Not sure if this is an actual bug, I'm thinking it's more likely that I'm just doing something wrong myself.  If not, then I'll just avoid this trait going forward if it's something that needs to be fixed!

I believe that's correct. A class 10 planet didn't show up for me in the tutorial, but it does in the sandbox.

Did you actually own a planet yourself yet? I find the game has to have at least one planet that you own for it to place a new one for you that you also will own. 

If not you can just save the Benevolent points until you take over a planet and then choose the trait to get your free new planet.
