I resumed my game started in v. 1.02 only to have every AI faction in the game declare war on me during the next turn. I instantly had 65 races at war with me and 10 peaceful why?
I can forward my saved game and ticket if needed.

Okay after re-testing I don't know if the bug is is version 1.02 or version 1.03 opt-in. I reverted to version 1.02 and as soon as I took the home planet of an enemy of mine (that has no allies) All those races still declared war on me. I'm not sure why as there doesn't seem to be any real reason as to why everyone is declaring war.

Did that race have the ideology trait that states "Any race that invades our homeworld is instantly declared war on by all other races not allied with them" by any chance?
I believe it's a Tier-5 Pragmatic trait "Revered" or something like that. Which, you know, there should be some way of knowing that's about to happen. Even just a pop-up that says "Psst. Taking this race's homeworld will cause the rest of the universe to declare war on you. Are you sure you want to attack them?"
Interesting, I never thought of that being each race has only colonized 5-8 planets ideology points are low, maybe they are getting free ideology points from somewhere...'
Okay I have checked (localplayer 21) switched to them, they are benevolent by nature, they only have benevolent ideology traits. They don't have that Pragmatic trait so I don't know why everyone would declare war on me.
Truthfully I feel I won the lottery, I didn't know what number they were and just guessed from 1-90, and 21 happened to be them on the first try 
I think I used up my luck for the year
