Shipyard Anchor game stopper bug

I built a shipyard, moved it about 20 hexes, and anchored it. Then I assigned to planets to it.

At the bottom right, I am still being told to anchor shipyard. If I click it, nothing happens. I can't end the turn until that is resolved.
