Either I am doing something wrong or I am running into a bug.  I would greatly appreciate some enlightenment either way...

There is Elerium on the map, I build a starbase within a couple of hexes.  Then I access the starbase and tell it to build a mining ring.  Upon completion of the ring, it is a military ring and no Elerium is being mined.

The first time I thought perhaps I had mis-clicked and selected military ring, but after a second time I have confirmed it is not that.  I have not experienced this with any other resource types.  Mousing over the Elerium it says to build a starbase nearby, so I don't know what else to do.  Any help would be appreciated.
