How does culture flipping work?

I'm playing my first game of GalCiv now, and I've got a lot of other civilizations planets within my influence.

The tooltip on these planets says things like "Terrans influence 1.4X" and "Colony is in 0% rebellion".

What does this actually mean? When will a planet flip over to my control?

I seems to depend on the planets resistance now, which is a value you can't see on enemy planets.

I tried a influence game with the Altarians recently, and I'm also confused as how cultur flip works. It seems that only one planet will rebel at a time, is that accurate?

Definitely not, I have a large game going as a custom influence race and towards turn 200 I'm getting three or four planets per rival per turn from culture flipping. Mostly because they have been colonizing in my ZoC, the UP resolution to stop that is WAY too short.
