Hmmm. I just tested one on a brand new game and it worked.  Did you load an old save by any chance?

yeah but then i tested with a new game and still had the same issue

the problem was that when you move a rally point all the ships that were going to that point now continue on to the point where the rally point was and do not get updated to the new rally point

Pretty sure it's always worked this way. Although, I'd like to see them update when you move it. For now create a temp rally point use the command redirect all ships going to the current rally point to the temp one and then move your rally point. Then redirect to the new one.

Bah, the new opt-in happened after I started my stream. I thought 8:30 CST would have been late enough.

ive been using the rally points for upgrading my starbases for quite a while im pretty sure they always updated to the new location in previous versions the only exception was if a ship reaced the rally point and then i moved the rally point

Maybe the disabled that behaviour  if it caused a bigger issue elsewhere. That may have been easier and quicker than fixing whatever other issue it caused. Just speculating.

How do I see what my current opt-in version is?  Mine just shows .97

current should be 0.97.7.0 most recent update was on 5/11/2015 no opt-in so if your .exe file has been updated late 5/11 or 5/12 and shows 0.97.7.0 you are running the latest version... :)

Except that mine already showed .97.7 before the update last night 5/11 and today a Stardock employee responding to my ticket asked me if the problem still occurred after that update.  So there must be something after .97.7.

There were patches done all weekend to 0.97.7.0 with no version change...  Last night the opt-in went away and 0.97.7.0 went live there currently isn't an opt-in that I'm aware of though not at home right now to check...  (as of 1 PM CST) there wasn't.   With that being said though Frogboy did say on Sunday that we were 48 hours away from 1.0 and that would put it at today...    No answer has come as if there is a soft release today or not...

The update last night was 6.2 going live, but there was also some additional fixes and other things added.
