Gifted AI knows the perfect place to place starbases w/o exploring

I know I've seen posts about planets and how gifted AI shouldn't know where perfect worlds/planets are, however, what about mining resources?

In the below picture you can see the AI's survey ship in the FOW (bug) and the AI hasn't explored where their constructor is near Ghanelmy I is on the map but, yet has flown their constructor to that system to mine the resources...

That and I have 9 planets and the highest planet approval is 39%, the next highest is 11 and no planet has more than 5.5 population and surprising that is the happiest planet. Something appears to be broken.

I was just about to make a post about this, i have a feeling that the AI is able to see any resource you can also see.
