[.97] Proportional bonuses amplify penalties

Improvements and ideologies that give percentage bonuses do not just increase your base values, but also any penalties. This results in that these improvements become useless or even harmful when the penalties are large.

Example the Large empire penalty:

Supportive Population (+4), Colony Capital (+3), 2x Entertainment Center (+3), Civilization Capital Bonus (+2), Intimidation Center (+50%), 3x Zero G Ballet (+3), Large empire penalty (110x 0.2), 30 Population.

Gives an approval of 10.0% ([4+3+2x3+2+3x3-110x0.2] * 1.5 / 30) while you would expect 46.7% ([[4+3+2x3+2+3x3] * 1.5 - 110x0.2] / 30)

The problem lies in the fact that the penalty is applied before the percentual bonuses.

It might be as designed, but on the larger maps it really hurts you.

Well, you see, when you're upbeat and positive about things, Happy Gas just makes you feel five times better than you were.  But when you have to wait in line 10 hours to get it because supplies are low, man, that's the worst.  And when you get it, you find it's just stale, flat, and down right disgusting because all the good stuff's already been used.

Nothing worse than flat, tepid, Happy Gas, I tells ya.  No wonder it actually increases unhappiness!

Any percentage modification obviously need to be applied before the penalty, that is quite obvious.  ;)

Thi impacts approval relics in the same way, FYI.  Everything is totaled up and then approval relic bonuses are applied with the rest of the percentages.  So if you have 10% approval, an a relic for +10%, you end up with 11% approval.

So, I am assuming that if you are Patriotic the approval relics work okay.

Stardock, as when I asked this directly to Paul on the June 19 dev stream, he said this was definitely a bug.  Can you fix please, in 1.1 Opt-In?
