Title. I'm not even sure what Culling would do, but it feels like Motivation V (Malevolent tenet) is incomplete without it.
I have the same issue in patch 1.03. My colonies get the +25% bonus to Manufacturing from the Unforgiving perk but I don't find the this project anywhere. Maybe this is just a misleading text?
All the ideology-giving projects were removed and the text just hasn't been replaced.
