[.97.5] No goto on notification of founding of foreign starbases in your territory

When an adversary builds a starbase in your territory you do get a notification in the notification list, but the goto button for the event is greyed-out.

did already raise this issue in the dev feed [timestamp 15:40], but here it is in writing just to make sure it get on the bug list.
