Enemy Starbases in territory

Here is the situation.

 

So I take a planet or two and now my cultural boundries stretch really far covering a lot of territory.

Another Civilization haws Starbases around several resources.

I cannot place a starbase due to the other Civilization's starbases.

 

No way to use diplomacy other than to trade for the Starbase and that is way to expensive.

No way to demand them to destroy or remove the Starbasse even when I am WAY more powerful.

Not going to lie, I want to b**ch slap the AI when they drop a star base next to my planet and then gets on my case for being in "their" territory. All I think is , "really? Freaking really?" Why can't I make threats? lol

Such threats are what I'd have expected "I'd like to discuss something with you" to have in it, but that apparently isn't what that's for.

In another thread I was told this is not implemented yet and won't be when Thursday comes around. I hope they are wrong.

Can't you demand the starbase in tribute?

I think that option existed in GalCiv 2.

I don't think that Demand as Tribute has yet been implemented as a feature. It's an important and necessary component of diplomacy which unfortunately will not make it in time for release.
