(BUG) Power Matrix population increase going galaxy wide.

I have noticed (playing a race with Yor tech tree, synthetic) that when I build a Power Matrix my population limit on all planets that I own, whether or not there is a Power Matrix there, goes up by 4. Don't think this is intended.

I knew there was something wrong, all my planets for my Yor tech custom race max population is X/122. This is too high of a max population.

In the YorTechDefs.xml it saids "Global".

 

    <Stats>
      <EffectType>PopulationCapYor</EffectType>
      <Scope>Global</Scope>
      <Target>
        <TargetType>Colony</TargetType>
      </Target>
      <BonusType>Flat</BonusType>
      <Value>6</Value>
    </Stats>
