Can't tell if this is a bug/balance issue.

Dunno about you guys but I tend to go the Pragmatic route a lot.

Something I noticed with the more fleshed out (but still way way too abstract) planetary defense, is the % of the Preparedness Center.

My 2 Military Academies are sitting linked to the Prep Center but not to each other. They each have a resistance of 10% (seems low?) However the preparedness center is at 380% (at level 4) which seems ... absurdly high by comparison ?

The whole system is so abstract though, that it's really hard to tell if this is a bug/balance issue or not.

Just to add to this, it seems to start at 95% and then doubles for every level through adjacency that you add to it.

Seems pretty high, but I'll take it atm

Pretty sure that is a bug, +95% per level of the the preparedness center is out of line with the other adjacency bonuses, which are usually 5% per level.
