I'm trading with an AI. They are willing to sell me their colony ship for 601 credits. This is far cheaper then what I purchase them for plus I get free population.
That should result in massive happyness penalties and riots. Imagine hearing about friends and family being sold to another country.
Unless they went the old British -> Australia route and everyone in the ship are prisoners:)
I think the population should be taken into account at the time of the transaction.
So, the cost of the ship AND the "price of the population", 
and this, for Colony ships and Transport ships.
what about the fact they they have their colonists on it....doesn't that seem a little weird?
