Yor population growth issue

I started a game as the Yor last night and starting building population, then kept adding population, then some more, and some more. After switching to all manufacturing i was pumping out 5 Yor a turn until I hit 60 and decided to stop. In about 8-10 turns I was able to go from something like 14.5 population to 60!

Are Yor supposed to be able to grow to these unchecked levels? Seems like you could just steamroll anyone, 50 turns into the game I have a planet with 60 population and that doesn't seem fair? Is this a bug? Or am I missing something?
