yes I have been having that issue as well. I took over a race culturally and now that message pops up every turn. for two races,
I know I get the request for peace after I wipe them out but only once.
Love this save. Your animated whale ships are awesome and the team got a kick out of them.
I loaded this up with the public build and saw the issue you mentioned and then verified that it doesn't happen in Beta 6. Thanks for the info!

He shared his save, so you can just download it and put it in the saves folder. Saves self-contain all designs and mods.

If you have an Nvidia card, Shadowplay might work. Otherwise you could try raptr GVR.
Shadowplay is insanely good for recording - it has less than a 2% FPS drop, but it's only for Nvidia cards, and if you have a laptop with daul graphics, can't record desktop, or, for some reason, GalCiv3 (but only on a laptop - desktops are fine)
GVR works quite well on AMD cards, ~9% FPS drop, but has ~31% drop on Nvidia cards.
For comparison, software based recording is much worse. FRAPS has >50% fps drop on both cards
Searching around brings https://obsproject.com/ up. Though it's mainly for streaming, apparently it can record videos too. As mentioned above, since it's software-based, it might cause lag and fps-drop.
You could also try RadeonPro.
