5.3 Ai Colonising

I've been playing and noticed that the ai has been very, very agro founding colonies within my own area of influence, they have literally gone and settled every habitable  planet as a result the planet almost instantly flips to me and I've gone from the 19 I founded my self to over 80 just from whats flipped to me.  Other then factions that have the malevolent immune to flipping the ai is just wasting its resources and directly feeding me, the ai probably should not be founding colonies that are in another players influence.

I don't think the behavior itself is the problem.  It's the AI's management of the colonies after they found them.

There's a lot of settings where this kind of colonizing strategy is absolutely necessary(where habitable planets are much rarer).

----

The AI needs to do a few things when colonies are first founded:

1) Move Manufacturing to 100% until at least 8 buildings have been completed, or all tiles are filled(whichever comes first)

2) Building Factories, quickly followed by 1 or 2 Influence buildings.

If the AI could do that, then this issue should be alleviated.

I am certain I saw a note in Beta 6 that the AI will now not colonize in a Players area due to culture flipping. I cant find it though, I know I saw it.

There's a bug where AI know exactly where planets are. I've recently reported this, so it should get fixed before release. Part of the problem is that as soon as a planet is in range, they send a colony ship at it. Though it doesn't solve the problem, after the fix they'll at least have to have explored the area.
