Steam just prompted for an update to the patch?  Any clue on what in included?

I saw the same thing and assumed it was just patch 3 going from opt-in to everybody gets it.

Hmmm, it still has the same version number (main game screen, not the exe which is .83.3) and didn't reset any of my settings so I think you're right, Publius of NV.

Steam doesn't take you out of opt-in status for a while sometimes. It was showing opt-in for 5.2 for me for a few days, then suddenly turned back to normal. Someone in another thread said that they'd still been in the opt-in for 5.2 when 5.3 opt-in came out, so it auto updated them.

That's cool. You've must have done a little tweaking as this little update to my opt-in fixed the minor race that I haven't been able to break my non-aggression pact with. Yes, they are now history. }:)
