Is there a way to see more than just the A-F selections for voting for Chair of the UP? I've seen G and J, for example, be voted on by other races. And I am unable to vote for myself(custom race have anything to do with it?) I can't scroll, but it seems like there should be a scroll bar here yes?
I have not yet tried 5.3, but earlier patches do not let you scroll through the list. I had 44 major and minor races and could only see the first group, just like your situation. Since they finally fixed the scroll bar in 5.3 on the New Game Choose Your Opponents screen, I am hopeful they will soon fix the scrolling on UP voting too. Thanks TheBirthdayParty for bringing this up.
I've just encountered the same issue, unable to scroll but my custom race is no longer listed and I'm unable to vote for myself. Didn't I pass the background check? 
The scroll was in and working, but latest patch and now its not? Anyone else?
