Cultural influence not threatening?

I finished my first game today. The only war I had was with the Dregin. By the time I went after them they had just 3 planets left. As I grew my fleet my culture seemed to be rolling over opposing factions. Planet after planet switching to my control. I wasn't even trying very hard to spread my culture.

So does anyone know how the AI reacts to cultural boundaries pushing into their space? Planet after planet and no war or any noticeable change in diplomatic relations. This game was set to normal using all factions. And how much do they push their cultural boundaries?

There are diplomatic penalties for culture flips and threatening with culture in the xml but as far as I can tell they don't work.

 

I have no way to confirm that though.

The next patch is supposed to nerf on-planet culture buildings substantially.

If you were building a bunch of culture stuff that would explain the expansion. If not, I have no idea how that would happen.

I totally agree that Influence needed changes and that it was far too overpowered, so I look forward to change.

However, I'm curious to see how this plays out on Immense, Excessive, Insane maps. Even with the current system, getting a flip was rare.  I don't want to see the "Krynn" playstyle be impossible on these larger maps.

I'd really like to see modifiers not only due to map size, but also based on Habitable Planet Rarity.  If it's set to Rare then Influence gains can be much more generous.

It does seem odd that there are no negative diplomatic modifiers for putting a bunch of culture starbases on the border and intentionally flipping AI planets. I know when the AI places culture bases close to me, it is a negative modifier in my mind. I usually counter with culture of my own, but I'm not averse to declaring war over such a thing. The AI doesn't seem to care.

We'll see how the nerfed culture works in 5.3. I have yet to start a new game.
