An idea we had for Treaties is give us some options for how long they last, with increasing penalties for breaking them. The shorter the treaty, the stiffer the penalties for breaking it early. Also, each time someone breaks a Treaty, the penalties become more severe. This will discourage breaking treaties and encourage players to honor their commitments. The AI of each race should also reflect their willingness to negotiate versus their despicable natures so that less honorable races or more aggressive races would be more likely to break a Treaty than an honorable race.
An examples: 1) Peace Treaty 10 turns - Stiff penalties to research, diplomacy and production and a large fine paid to the UP for breaking the Treaty commensurate with the size of the Empire that broke it. The larger the Empire the stiffer the penalty. 2) Peace Treaty 20 Turns - Reduced, but still very significant penalties to research, diplomacy and production and a slightly smaller fine. ect...
