[.82][Bug] Idle planets with manufacturing set to zero do no raise "Idle Colony"

When a planet build queue is empty and the manufacturing is set to zero then there will be no "Idle colony" on the turn button.

How to reproduce:

  1. Rush buy an improvement and have no other items in the build queue;
  2. Set the manufacturing to zero, for example set it to 100% wealth or research;
  3. Advance to the next turn;
  4. The build queue will now be empty, but you will not be notified of this on the turn button. Therefor the game allows you to advance to the next turn without having an active item in the build queue.

Especially if you are maximizing the efficiency for the Terrans, whom get their first building rush bough for them, by setting the production wheel to either 100% research or wealth in the first turn after colonization to grab some extra free income/research, this easily leads to that you might forget to actually have the planet do something useful in the next turn.

I don't think this is a bug because the colony isn't idle.  Most colonies will eventually be set to either all research or all wealth and there is no need to flag that their queue is empty.

As they polish the game an option to flag planets that have either empty tiles or upgrades pending with no production would be nice though.

Or use the production projects that run indefinitely that the devs gave us to use in these cases.

... as far as i understood it this was the intent of setting the manufacturing slider to 0
