Sfx of starbase loud and distored when inspecting it

Has anyone had an issue where the sound effect of their star bases are distorted/choppy when you double click to and enter the construction screen to inspect/upgrade them? I have tried switching the speaker configuration to find it is still the same.

Also an explosion sound when opening a planet surface screen, but only after loading a saved game.
