upgrades shows high cost, but doesn't change my treasury

I've found that I can upgrade my fleet endlessly and it costs me nothing. The upgrade screen will show prices in the hundreds or thousands per ship but nothing will be deducted from my account.

I'm playing just my 2nd game as Terran on a large map.
