The tooltip for the Altarian tech Defensive Meditation says that it allows construction of the "Champion's Temple" but no such building becomes available after completing it.
Similar seems to apply for many Drengin techs. I have been unable to upgrade my fighting pits to arena and slaughtorium, neither can I see a way to build tourist haven or tourist destination from galactic cruise lines and wonders of the galaxy techs. I also cannot build an omega research center from slave coordination. I've also noticed a slight discrepancy between the slave recycler, which states "+25% Population Cap" and its upgrade, the protein resequencer, which states "+50% Food." This caused me to think it was a different building rather than an upgrade. In general, I think there is a little much confusion as to what buildings are upgrades vs new, and what buildings are 1 per colony and 1 per civ, which I would like to get cleared up if possible.
