Pragmatic Vigilant rank 4 (Cautious, 3 defending ships) is a pain

Again, hopefully on the to-do list, but acquiring the ideology trait Cautious (4th rank of Vigilant on Pragmatic) is a HUGE PITA if you get it late in the game on Immense galaxies, as you end up with 3 separate ships sitting outside their colonies.  When you have 100+ colonies, that makes for 20+ minutes of Fun getting them into orbit on the planets.

Could this be changed to (in order of my preference :) ):
1. The ships start off actually guarding their planet, and not a hex away.
or 2. The ships are automatically in fleets when generated (reduce the clicking by a lot, at least)
or 3. If absolutely nothing else, generate the ships in order by planet and not by type, to avoid the camera panning around all 100+ colonies three times while the player does "right click the hex, smack enter for next Idle Ship" a lot.

I've also hit the "stuck with grayed out Wait" again, after Patch 2.  It SEEMS to have been triggered by my clicking "Start" instead of "Auto Resolve" on two different battles (the question for the 2nd fight came up before the 1st one started), but not sure - it's the only odd thing I did that turn.  Save and reload doesn't kick it loose either.  I'll submit the save file to support.

I agree with this generally.  My view:

The ships should be automatically fleeted and in guard mode near the shipyard that produced them.  Problem is, if you try to put them  in orbit, you will likely find at least one situation in which the orbit is already full, so more complications ensue.  Of course it is possible, though unlikely, that fleeting them overreaches the current logistics.  Then just do as game does now when ships meet in the same hex, fleet as much as possible.

I wonder if Colonies should have a Rally Point button, like shipyards.  The default would be the same as current.   But one could redirect in many situations (fleet in transit, change rally point so that when fleet arrives they go on to whatever.   No need to find the fleet on an immense map.   And escort ships or the 3 defense ships could also automagically be redirected.   Planets would then be more attractive as destinations from other points.

Personally I think these 3 ships per colony is a little OP, and at the same time (self contradicting, I suppose) the ships I have gotten aren't that useful to my current plan, either defense or offense.    Perhaps  when receiving this perk, the player gets a dialog with a choice of ships.  (All with poor speed, because they are supposed to be defensive.)  I would prefer all beam ships as of Beta 4.

But it's a good thing to bring up.
