Altarian Resistance and the Terran Alliance

are the altarian resistance meant not to be able to declare war on the Terran Alliance?

I was playing as them and the Terran started to annex a bunch of my worlds through there influence even though I had influence buildings on those worlds, so I thought I would just invade with my superior Armed forces but it said I was not able to declare war on them?

I dont recall not being able to do so in Gal Civ 2 (though that may be because I mostly play custom factions)

Did you by any chance make a non-aggression pact with them? Also the AI can now pick ideology traits, and there is one that doesn't allow other civilizations to declare war on you for 100 turns.

Rhonin_the_wizard is talking about the the Pragmatic neutral trait.

From the Galactic Civilizations III - Beta 4 changelog

New Pragmatic traits:

Neutral- No one will declare war on us for the next 100 turns.
